Can I get an auto insurance without owning a car?

Over the next couple of weeks, I’ll be renting a car. Since the insurance from rental companies is so expensive, I’m planning to get my own liability insurance and use it with the rental vehicle… can I do that? I do not own a car!
Also, what is the best insurance company for me, I’m 23/male/texas with a clean record.

    since you are 23 I doubt you can rent a car as most places you have to be 25, but IF you can find someplace to rent to you need a non owners policy. any local agent can write it for you. understand its ONLY liability, so you are NOT protecting yourself from any damage that is caused to the rental. you would STILL need to take out their insurance to cover the rental car.
