The time of rental its expensive but in your case you are insured not all car rental its expensive but not people if you if you cant insure.

since you are 23 I doubt you can rent a car as most places you have to be 25, but IF you can find someplace to rent to you need a non owners policy. any local agent can write it for you. understand its ONLY liability, so you are NOT protecting yourself from any damage that is caused to the rental. you would STILL need to take out their insurance to cover the rental car.
