Cheapest way would be hitchhiking, it’s free! However it is not very safe! The train is economoical, comfortable, and relatively safe. I used to take a bus from Baltimore to US Route 1 in College Park, MD (where Un. of Maryland is). From that point I could walk in about 15 minutes to DC. Once you get to DC you can ride their buses or hail a cab, they are everywhere! Good luck!
