I’m renting a car and only want to pay for one driver even though there might be two?

Basically my question is, if I will be renting a car and I only put my name as the driver, and if I let my friend drive it for a bit and we do happen to get pulled over or something, what are the consequences? Just want to know what I will be dealing with. I’m 24 and he’s 21. I already have to pay 25 a day extra cuz i’m not 25. What are the costs to add another driver?
